government grants manager

Re:wild seeks a Government Grants Manager (Grants Manager) to provide organization-wide services in government-funded grants administration and financial management. The Grants Manager services grants from the U.S. government as well as grants from other governmental/multilateral entities, such as the European Union, the United Kingdom, and GEF (Global Environment Facility). The Grants Manager is directly responsible for the administration of all aspects of grant awards, including review of proposals and preparation of budgets, set-up in central finance systems, preparation and submission of all invoices and financial reports to donor agencies, and maintenance of master agreement files. S/he works closely with project managers and subrecipients to ensure that the terms and conditions of agreements are met and properly documented. The Grants Manager possesses knowledge of U.S. government grants rules and regulations and works with Re:wild and subrecipient staff to support the successful administration of government-funded and other complex grants.

Responsibilities

  • Supports the planning and preparation of government grant proposals; provides guidance and assistance to programmatic and operations staff in the interpretation of funding agency regulations and requirements.

  • Monitors and coordinates the administration of post-award grants to ensure that budgeting and administrative policies, procedures, and agency requirements are being followed; manages administrative problems and/or budget changes occurring during the awarded grant period.

  • Completes timely grant financial reporting and submission of other deliverables, prepares invoices, monitors expenditures, analyzes variance of actual costs versus budget, and maintains updated financial projections. Responsible for all record retention requirements for government-funded projects.

  • Manages all administrative aspects of grants out to subrecipient organizations, including assistance with due diligence activities, subgrant preparation and revision of agreements, monitoring the timely submission of deliverables from partners, reviewing invoices and financial reports, and maintaining grant files and documentation. 

  • Trains Re:wild and subrecipient organization staff in the best-in-class administration of grant awards, including budgeting, compliance with award terms, reporting, and other associated topics.

  • Contributes on an on-going basis to cross-departmental and organizational projects and priorities. Works with the Finance and Ops team, and others as needed, to identify issues and craft solutions.  

  • The Government Grants Manager supervises no staff and provides guidance to colleagues.

Competencies / Qualifications

  • Education / Experience: Bachelor’s Degree in Finance, Accounting, Business Administration or related field and 5 years related experience in grants administration or equivalent combination.

  • U.S. Government Grants Knowledge: Technical expert on applicable U.S. Federal government due diligence and requirements for grants from USAID, USFWS, and other U.S. agencies, as well as applicable rules and regulations for European Union and other multilateral funding institutions. Possesses ability to analyze regulatory framework and apply it to the situation at hand. Experience reading, understanding and negotiating standard contract clauses.

  • Revenue/Finance Knowledge: Experience developing project-level budgets. Experience with grants accounting and financial reporting to donors and/or government agencies. Possesses ability to read and comprehend financial reports. Possesses ability to generate financial reports from various systems as needed.

  • Organizational Skills: Ability to complete work timely to meet deadlines and due dates. Ability to maintain records (both electronic and manual) to comply with record retention requirements.

  • Problem Solving: Identifies and resolves problems in a timely manner. Gathers and analyzes information skillfully. Develops alternative solutions. Works well in group problem solving situations. Uses reason even when dealing with emotional topics.

  • Project Management: Develops project plans. Coordinates projects. Communicates changes and progress. Completes projects on time and within the approved budget. Manages project team activities.

  • Conservation-minded: An innate desire to contribute meaningfully to the conservation of biodiversity and an ability and curiosity to continue learning about the natural world.

Preferred Qualifications:

  • Experience with GAAP, fund accounting and/or non-profit accounting principles, practices, and regulations.

  • Experience managing European Union-funded awards.

  • Experience engaging/coordinating with auditors as part of the government grants compliance requirements.

  • May require technical expertise on complex accounting/financial issues.

  • Multilingual skills and/or multi-cultural experience appreciated. 

Additional details:

  • Travel: Estimate 2-4 trips per year, as needed. The position may require working outside of normal business hours to engage with staff and partners located in different time zones around the world.
